Swami Rama Tirtha is the brother of Papaji's Mother.  He is considered to be one of the most respected Indian Saints of the last century. He left his body about 4 years before Papaji was born.  

Some devotees claim that Papaji is an incarnation of his Uncle, but I never heard Papaji say this or even hint at it, in fact, when speaking of his previous life, Papaji always spoke of being a Swami with an Ashram in South India.  Papaji did show up mysteriously at the doorsteps of some of Swami Rama Tirthas disciples to give them support, darshan and blessings, with no way of knowing who they where.  He was just guided to them.  But they recognized Swami Rama Tirtha in him, which is probably why they thought he was his Uncle.

Swami Rama (1873-1906) loved the Himalyas so much and spent years in the area around UttarKashi in an ecstatic state.  So much of his poetry is about Himself as God and God as Nature. Here is an example:  
 

    The Banquet Hall of the Gyani 

    The vault of the sky for ones roof, 
    A carpet of velvet on the earth, 
    The sun for a lamp by day, 
    The stars for a chandelier by night. 
    The thick clouds come dancing in bringing ecstacy. 
    The mountain streams are beating the drums, 
    The wind is singing songs appropriate to the rainy season. 
    The birds have assembled a chorus 
    To send out a message to the Friend. 
    The beauty of the flowers, fruits, and herbs 
    Is beyond description. 
    Wealth is transient, the world is fiction, 
    only the realm of God abides.
